BYC, MILG conduct Mandatory and Continuing Training for LYDC and LYDO

BASILAN—The Bangsamoro Youth Commission (BYC), together with the Ministry of Interior and Local Government (MILG), conducted the Mandatory and Continuing Training for Local Youth Development Officers (LYDO) and members of the Local Youth Development Council (LYDC) in Basilan.

The training, dubbed ‘Engaging the SK, Empowering the Youth’ or ESKEY, was held on November 16-17 at Farmland Resort, Isabela City, Basilan Province.

The ESKEY is a partnership program of the MILG and BYC which aims to empower youth by providing knowledge on various aspects of leadership and governance, and how these can be contextualized in the Bangsamoro society.

MILG Lamitan City Director Indira Patra Juaini said learning the foundations of leadership and governance is essential to the youth.

“The youth leaders […] should know their mandates. Makialam tayo at makilahok sa programa ng ating mga LGUs [local government units]. Let us build a future that we can be proud of,” Juaini said.

Commissioner Hamdhie Tanjil, commissioner for Basilan with Lamitan City, encouraged the participants to maximize the opportunity designed to empower youth.

“Let us take advantage of the opportunities that our BARMM government is providing. Nakasalalay po sa atin ang kapakanan ng ating mga kapwa kabataan,” Tanjil said.

The trainings covered the topics of Republic Act 10742 or the Sangguniang Kabataan (SK) Reform Act of 2015, decentralization and local governance, meetings and resolutions, budgeting and planning, Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, and the Bangsamoro Youth Transition Priority Agenda.

The training was participated by 60 youth officers and council members from different municipalities of Basilan that include Sumisip, Maluso, Lantawan, Tuburan, and Lamitan City.

Various key personnel, including MILG Basilan Provincial Director Radiyah Akmad and MILG Basilan Assistant Chief of Barangay Community Affairs Division Alibaer M. Pangandaman expressed their commitment in developing the youth to become better leaders.

An LYDC is a multi-sectoral youth association composed of various youth and youth-serving organizations headed by the concerned SK Federation president. Its main duty is to provide assistance to the Sangguniang Kabataan particularly in finalizing the Local Youth Development Plan (LYDP), and in planning and execution of programs and activities and the federation in all levels.

Meanwhile, the LYDO is headed by a local youth development officer, either appointed or designated, by the local chief executive. Its primary function is to provide technical assistance to the LYDC in the formulation of the LYDP.

The said training will also be conducted in Sulu to be participated in by members of LYDC and LYDOs. (BYC PR Section)
