BYC en banc approves 9 resolutions during special session

COTABATO CITY–The Bangsamoro Youth Commission (BYC) approved nine resolutions, out of 13 filed, during a special en banc session on January 20, in Cotabato City. The session was in commemoration of Bangsamoro Government’s third year of establishment.

The session went with discussion of various resolutions, accomplishments, plans and current status of the commission in relation to its mandates.

Several personnel  discussed the following: Provincial Accomplishment Report; BTA adopted Budget for Fiscal Year 2022; BYC Object of Expenditure for Fiscal Year 2022 released by the Ministry of Finance and Budget and Management; BYC Hiring Process and Status; BYC Accreditation Guidelines; and BYC Approved PAPs and Budget.

During the adoption and approval of the filed resolutions, nine out of 13 resolutions were approved:

1.           A RESOLUTION REQUESTING THE BYC ADMINISTRATION AND FINANCE DIVISION TO FAST TRACK THE PROCESSING OF THE BANGSAMORO YOUTH COMMISSION FISCAL AUTNOMY;

2.           A RESOLUTION THANKING THE BANGSAMORO TRANSITION AUTHORITY FOR APPROVING THE BANGSAMORO YOUTH COMMISSION BUDGET FOR FISCAL YEAR 2022;

3.           A RESOLUTION THANKING PRESIDENT RODRIGO ROA DUTERTE FOR SIGNING THE BILL EXTENDING THE TRANSITION PERIOD OF THE BANGSAMORO TRANSITION AUTHORITY TO 2025;

4.           A RESOLUTION THANKING THE MEMBERS OF THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE PHILIPPINES FOR APPROVING THE BILL EXTENDING THE TRANSITION PERIOD OF THE BANGSAMORO TRANSITION AUTHORITY TO 2025;

5.           A RESOLUTION REQUESTING THE MINISTRY FINANCE, BUDGET, AND MANAGEMENT TO ALLOCATE FUNDS FOR THE OFFICE RENTAL OF THE COMMISSION’S PROVINCIAL AND REGIONAL OFFICE FROM THE SUPPLIMENTAL BUDGET;

6.           A RESOLUTION ACCEPTING THE FORTY-ONE (41) NEW ORGANIZATIONS APPLYING FOR THE ACCREDITATION IN THE COMMISSION FROM MAGUINDANAO, COTABATO CITY AND SPECIAL GEOGHRAPIC AREAS;

7.           A RESOLUTION CONGRATULATING VARIOUS BANGSAMORO YOUTH TOPNOTCHERS FROM THEIR RESPECTIVE FIELDS OF SPECIALIZATION;

8.           RESOLUTION REQUESTING THE OFFICE OF THE CHIEF MINISTER FOR THE INCLUSION OF BANGSAMORO YOUTH COMMISSION’S CHAIRPERSON TO THE CABINET MEETING; and

9.           RESOLUTION ADOPTING THE TEN (10) BILLS AND TWO RESOLUTIONS OF THE BANGSAMORO YOUTH PARLIAMENT.

The said resolutions was aimed at strengthening coordination among BYC’s field operations and officers in implementing further its mandate in policy-making and coordination.

The en banc is the highest policy and decision making body of the BYC consisting of five commissioners headed by a Chairperson appointed by the Chief Minister.

The en banc is composed of five commissioners representing the province of Lanao del Sur with Marawi City, the province of Maguindanao with Cotabato City and Special Geographic Areas of North Cotabato, the province of Basilan with Lamitan City, the province of Sulu, and the province of Tawi-Tawi.
