BYC holds concept note writeshop with regional, provincial offices

COTABATO CITY—Regional and provincial employees of the Bangsamoro Youth Commission (BYC) underwent a two-day Concept Note Writeshop to continuously develop their technical capacities on concept note writing and other skills necessary for designing the Commission’s programs, activities, and projects (PAPs).

The writeshop, which started on Thursday, March 10, and ended Friday, March 11, also aims to start drafting all activity briefers of PAPs for 2022.

BYC Commissioner Hamdie Tanjil representing Basilan, Commissioner Mohammad Faizal Alih representing Sulu, and Commissioner Nasserudin Dunding representing Maguindanao, with Cotabato City and Special Geographic Areas, also attended the writeshop.

The participants, who are focal persons for several regional and provincial PAPs for 2022, learned insights on the theory of change, situational analysis, activity briefer writing, and budget proposal drafting.

The BYC is the office of the Bangsamoro Government that is mandated to lead in policymaking and coordinating all programs of the regional government for the youth. It was created in 2019 by virtue of Bangsamoro Autonomy Act No. 10.

“I am hoping that the acquired skills and experiences will be reflected in their respective provinces, and will not only be laid on the table,” Commissioner Tanjil said.

This 2022, BYC will hold several PAPs that center on youth empowerment and youth participation and development amounting to P11.1 million.

A roadmap showing BYC’s steps to take in the next years was also discussed that focused more on institutional building, assessment of previous plans and priorities, creation of new priorities and plans, creation of internal policies, and establishment of coordinating mechanisms with provincial offices and regional ministries and policy-making mechanisms.
