COTABATO CITY (August 23, 2022) — The Bangsamoro Youth Commission (BYC) en banc held its first regular session for 2022 on Tuesday, August 23, at BTA Executive Lounge, Bangsamoro Government Center, Cotabato City.
Presided by BYC Chairperson Marjanie Mimbantas Macasalong, the en banc session resulted to the approval of 27 youth resolutions.
The en banc approved the following resolutions:
- A RESOLUTION EARNESTLY REOUESTING THE MINISTRY OF INTERIOR AND LOCAL GOVERNMENT TO URGE ALL LOCAL GOVERNMENT UNITS IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO TO ALLOCATE NOT LESS THAN 1% OF ITS BUDGET FOR THE LOCAL YOUTH DEVELOPMENT OFFICE AND ENSURE COMPLIANCE THERETO;
- A RESOLUTION AUTHORIZING BANGSAMORO YOUTH COMMISSION (BYC) THROUGH ITS CHAIRPERSON TO ENTER, FOR AND IN BEHALF OF THE BYC INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE NATIONAL YOUTH COMMISSION (NYC);
- A RESOLUTION AUTHORIZING THE COMMISSION TO ENTER, EXECUTE AND SIGN A CONTRACT AND OBLIGATIONS AND SUCH OTHER DOCUMENTS ON MATTERS RELATING TO SPECIAL DEVELOPMENT FUND (SDF) SUCH AS BUT NOT LIMITED TO YOUTH REINTEGRATION PROGRAM (YRP) AND REGIONAL YOUTH DEVELOPMENT TRAINING CENTER;
- A RESOLUTION EARNESTLY RECOMMEND TO THE OFFICE OF CHIEF MINISTER TO STRENGTHEN THE FUNCTION OF THE BANGSAMORO YOUTH COMMISSION DIRECT ALL MINISTERS, OFFICES AND AGENCIES TO ALLOCATE A MINIMUM OF AT LEAST THREE OR MORE PROGRAMS SPECIFICALLY DESIGN FOR THE BANGSAMORO YOUTH WITH THEIR ANNUAL BUDGET;
- A RESOLUTION URGING THE MININSTRIES, OFFICES AND AGENCIES OF BARMM TO ENGAGE THE BANGSAMORO OUT OF SCHOOL YOUTH IN THEIR PROGRAMS;
- A RESOLUTION APPROVING THE NINE (9) NEWLY REGISTERED YOUTH ORGANIZATIONS IN THE PROVINCE OF TAWI-TAWI;
- A RESOLUTION URGING THE BARANGAY LOCAL GOVERNMENT UNIT TO REGULATE SINGLE USE PLASTIC THROUGH YOUTH PARTICIPATION IN EVERY BARANGAY THROUGH A JOINT MEMORANDUM CIRCULAR WITH MILG;
- A RESOLUTION URGING AND MANDATING THE OFFICES OF THE COMMISSIONERS TO ENGAGE THE YOUTH UNDER OUTSIDE CORE TERRITORIES IN THEIR PROGRAMS, PROJECTS AND ACTIVITIES;
- A RESOLUTION URGING THE MINISTRIES, OFFICES AND AGENCIES OTHER INSTRUMENTALITIES OF BARMN TO INCLUDE THE SONS AND DAUGHTERS OF MUJAHIDEEN AND MUJAHIDAT IN THEIR PROGRAMS, PROJECTS AND ACTIVITIES;
- A RESOLUTION APPEALING TO THE BTA PARLIAMENT GRANTING AWARD TO THE BANGSAMORO YOUTH CHAMPION IN LOCAL AND INTERNATIONAL COMPETITIONS;
- A RESOLUTION ADOPTING THE 21 NEWLY ACCREDITED YOUTH ORGANIZATION IN THE PROVINCE OF BASILAN AND BE INCLUDED IN THE ROLL OF ACCREDITED YOUTH ORGANIZATIONS BY THE BANGSAMORO YOUTH COMMISSION;
- A RESOLUTION COMMENDING THE BANGSAMORO PASSERS OF THE 2022 NAPOLCOM SPECIAL QUALIFYING ELIGIBILITY (NSQE) EXAMINATION FOR BARMM REGION;
- A RESOLUTION CREATING RESPECTIVE COMMITTEES IN THIS HONORABLE EN-BANC TO VARIOUS SOCIAL ISSUES, MANDATES, OPERATIONS, AND OTHER AS MAY DEEM NECESSARY;
- A RESOLUTION REQUESTING THE MILG TO INCLUDE BYC IN ALL CIRCULARS PERTAINING TO SAMGGUNIANG KABATAAN (SK), LYDC, AND YOUTH IN GENERAL AND ALL RELATED THERETO;
- A RESOLUTION REQUESTING THE MILG TO PROVIDE PPAs TO THE OFFICIALS OF SANGGUNIANG KABATAAN (SK) UNDER THE SPECIAL GEOGRAPHIC AREAS (63 BRGYS. OF NORTH COTABATO FOR FY 2022 AND BEYOND;
- A RESOLUTION REMINDING THE OFFICIALS OF THE SANGGUNIANG KABATAAN AND LGUs IN BARMM TO START CRAFTING AND TRANSMITTING ITS NEW YOUTH DEVELOPMENT PLANS FOR 2023-2026 THROUGH A JOINT MEMORANDUM CIRCULAR WITH MILG;
- A RESOLUTION REQUESTING TO MIPA AND OSC TO PROVIDE THE BYC COPIES OF THEIR PPAs FOR THEIR IP AND SETTLER COMMUNITY;
- A RESOLUTION RECOMMENDING THE MILG TO MANDATE LGUs IN BARMM TO MEANINGFULLY HAVE A SPECIFIC ITEM (PERMANENT) POSITION FOR THE LOCAL YOUTH DEVELOPMENT OFFICERS (LYD0s) THROUGH A JOINT MEMORANDUM CIRCULAR;
- A RESOLUTION URGING THE BANGSAMORO PARLIAMENT TO TAKE NECESSARY MEASURES TO EXCLUDE THE BANGSAMORO MUSLIM YOUTH FROM THE APPLICABILITY OF RA 11596 ALSO KNOWN AS THE PROHIBITION OF CHILD MARRIAGE LAW;
- A RESOLUTION SUPPLEMENTING THE DUTIES OF YOUTH ACCREDITED ORGANIZATIONS FOR EACH PROVINCIAL OFFICES OF THE BANGSAMORO YOUTH COMMISSION AND FOR OTHER PURPOSES;
- A RESOLUTION DIRECTING THE SHARIAH CIRCUIT COURTS OF THE PHILIPPINES TO REQUIRE THE CONTRACTING COUPLE OF VALID MARRIAGE UNDERGO MARRIAGE COUNSELLING BEFORE THE ISSUANCE OF MARRIAGE CERTIFICATE TO THE SANE;
- A RESOLUTION ADOPTING THE POLICY PAPERS FORMULATED BY YOUTH ACCREDITED ORGANIZATIONS THROUGH THE STEP-BARMM PROGRAM OF INTERNATIONAL ORGANIZATION FOR MIGRATION (IOM);
- A RESOLUTION CONGRATULATING MR. ALFADZNI S. HADDIMAH OF MINDANAO STATE UNIVERSITY-SULU THE TOP 10 IN THE RECENT LPT EXAMINATION RESULT GIVEN BY THE PRC;
- A RESOLUTION ACCEPTING THE TWENTY-FOUR (24) NEW YOUTH ORGANIZATIONS APPLYING FOR ACCREDITATION IN THE COMMISSION FROM PROVINCE OF SULU;
- A RESOLUTION ADOPTING THE BANGSAMORO YOUTH COMMISSION’S BUDGET PROPOSAL FOR THE FISCAL YEAR 2023;
- A RESOLUTION ADOPTING THE BANGSAMORO YOUTH COMMISSION’S STATEGIC PLAN FOR 2023-2028; and
- A RESOLUTION PROPOSING THE CREATION OF MARAWI YOUTH CODE OF MARAWI CITY AS A POLICY SUPPORT OF THE CITY GOVERNMENT OF MARAWI TO THE LOCAL YOUTH DEVELOPMENT COUNCIL.
Chairperson Macasalong said the en banc will serve to continue the BYC’s endeavor in providing spaces and mechanisms for the youth to ensure their engagement and participation are heard and strengthened.
During the session, several BYC key personnel also presented and discussed updates on both internal and external programs and engagements of the Commission for the year 2022.
The en banc is the highest policy and decision making body of BYC consisting of five commissioners including a Chairperson appointed by the Chief Minister. (BYC PR Unit/KAA)
