BYC, BTA Members receive approved BYP Bills, Resolutions

COTABATO CITY (November 15, 2022)—The Bangsamoro Youth Commission (BYC) and several Members of the Parliament officially received the approved youth bills of the Bangsamoro Youth Parliament (BYP) 2022 —The 13th National Youth Parliament Regional Assembly for BARMM.

During the turnover ceremony and closing program on Friday, November 11 at the Shariff Kabunsuan Cultural Complex in Cotabato City, BYP delegates turned over the bills to BYC Chairperson Marjanie Mimbantas Macasalong and Members of the Parliament (MP) Abdullah Hashim, Hamid Malik, Nureddha Misuari, Abdulkarim Misuari and a representative from Arch. Eduard Guerra.

After five days of deliberation, interpellation, and amendments, eight bills and seven resolutions were finally approved during the 4th regular session on Friday.

The bills and resolutions are as follows:

AN ACT INSTITUTIONALIZING THE CREATION OF TASK FORCE PAINTUL ANAK TOWARDS PROMOTING DIVERSITY AND INCLUSIVITY, DEFINING ITS DUTIES AND FUNCTIONS AND PROVIDING FUNDS THEREOF

AN ACT ESTABLISHING SAFE HAVEN FOR THE PROTECTION OF THE AFFECTED CHILDREN AS RESULT OF RIDO AND ARMED CONFLICTS IN THE BANGSAMORO REGION

AN ACT INCORPORATING ISLAMIC BANKING AND FINANCE AS A MAJOR COURSE IN STATE UNIVERSITIES, COLLEGES, AND KULLIYAH INSTITUTIONS THAT OFFERS BACHELOR’S DEGREE PROGRAM OF ISLAMIC STUDIES IN BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO, AND APPROPRIATING FUNDS THEREFOR

AN ACT CREATING AND ESTABLISHING THE BANGSAMORO CLIMATE CHANGE COMMISSION, DEFINING ITS POWERS AND FUNCTIONS AND RESPONSIBILITIES, APPROPRIATING FUNDS THEREFOR AND FOR OTHER RELATED PURPOSES

AN ACT TO PROVIDE FINANCIAL SUPPORT AND OTHER SERVICES TO BANGSAMORO YOUTH FOR INTERNATIONAL OPPORTUNITIES IN BRINGING HONOR AND PRESTIGE TO BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO

AN ACT INSTITUTIONALIZING A UNIFIED FRAMEWORK OF LEADERSHIP TRAINING AMONG STUDENTS UNDER THE SUPERVISION OF THE MINISTRY OF BASIC, HIGHER, AND TECHNICAL EDUCATION IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO AND ALLOCATING FUNDS THEREOF

AN ACT CREATING THE BANGSAMORO REGIONAL CENTER FOR SOCIAL ENTERPRISES IN ORDER TO ENSURE POVERTY REDUCTION TOWARDS ATTAINMENT OF PEACE AND DEVELOPMENT, PROVIDING FUNDS THEREOF, AND FOR OTHER PURPOSES

AN ACT ESTABLISHING BANGSAMORO YOUTH CENTER IN THE BANGSAMORO REGION, PROVIDING FUNDS THEREOF, AND FOR OTHER PURPOSES

A RESOLUTION STRONGLY URGING THE CHIEF MINISTER TO DIRECT THE MINISTRY ON INDIGENOUS PEOPLE AFFAIRS TO PROMOTE AND SUSTAIN PEACE AND PROTECT THEM FROM ANY ARMED CONFLICTS AND HUMAN RIGHTS VIOLATION

A RESOLUTION ENCOURAGING BANGSAMORO COMMISSION FOR THE PRESERVATION OF CULTURAL HERITAGE TO STRENGHTEN RESEARCH AND DOCUMENTATION ON THE NATIVE LANGUAGES ACROSS BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO

A RESOLUTION URGING THE MINISTRY OF HEALTH THROUGH THE BANGSAMORO TRANSITION AUTHORITY PARLIAMENT TO ESTABLISH PUBLIC KIDNEY DIALYSIS CENTER IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO, AND APPROPRIATING FUNDS THEREOF

A RESOLUTION URGING THE BANGSAMORO TRANSITION AUTHORITY PARLIAMENT MEMBERS TO RE-FILE THE BTA PARLIAMENT BILL NO. 32 SERIES OF 2019 OR “AN ACT CREATING THE RANAO DEVELOPMENT AUTHORITY PRESCRIBING ITS POWER AND FUNCTIONS AND APPROPRIATING FUNDS THEREFOR”

A RESOLUTION ON THE IMPLEMENTATION OF THE BANGSAMORO YOUTH VOLUNTEERS PROGRAM TO STRENGTHEN THE YOUTH VOLUNTEERISM AND EMPOWERMENT OF YOUNG LEADERS IN THE BANGSAMORO GOVERNMENT

A RESOLUTION URGING THE LOCAL CHIEF EXECUTIVE TO ALLOCATE APPROPRIATION OF AT LEAST 1% FUND TO YOUTH DEVELOPMENT PROGRAMS BASED ON RA 11768 OR ALSO KNOWN AS AMENDED “SANGGUNIANG KABATAAN REFORM ACT OF 2015”

A RESOLUTION STRENGTHENING THE PROMOTION OF MORAL GOVERNANCE IN BARMM

BYC Chairperson Marjanie Mimbantas Macasalong said the approved bills and resolutions will undergo refinement workshops, and will be forwarded to any of BYC’s policy-making mechanisms such as the BYC En banc, Bangsamoro Youth Coordinating Council, and possibly to the Bangsamoro Transition Authority Parliament.

“The purpose of the BYP is to create a model of youth empowerment through direct participation in the Parliament. When youth develop useful skills and build self-confidence, we establish capable, effective leaders for Bangsamoro’s next generation.” he added.

Bearing the theme: “Bangsamoro Youth in the Transition: Upholding the Gains of Peace and Moral Governance.”, it aims to bring youth initiatives anchored on the Enhanced 12-point agenda of the Bangsamoro and the Bangsamoro Youth Transition Priority Agenda.

The BYP is capacity-building mechanism that aims to gather youth parliamentarians from all provinces and sectors across the BARMM and outside areas to discuss the prevailing and emerging issues affecting the youth sector, with the objective of crafting possible solutions, developed into policy recommendations through parliamentary context simulating the legislative process.

The first BYP was held in December 2021, where 10 bills and two resolutions were approved. The next BYP will happen in 2024, and will then be conducted every two years.

Only Bangsamoro youth who have participated in any of the BYP editions are eligible to apply for the National Youth Parliament, as agreed by the BYC and the National Youth Commission. (BYC PR Unit/AAA)
