BYC finalizes its Policy Development Manual

KORONADAL CITY (November 25, 2022)—Several employees of the Bangsamoro Youth Commission (BYC) and alumni of the Bangsamoro Youth Parliament (BYP) finalized the Commission’s Policy Development Manual during a two-day writeshop held on Nov. 23 to 24, in this city.

BYC Commissioner Nasserudin Dunding, representing the Commission’s En Banc, said the manual ensures continuity of policy development and its implementation in different ministries and offices with youth-relevant programs.

He added that the manual will not only guide the BYC but also other ministries, offices, and agencies of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) that implement youth-related programs.

The members of the technical working group initially wrote the manual on November 14 to 15, in Cotabato City, in which they define the processes and mechanisms of how BYC adopts, passes, and champions policies for the youth.

BYC Development Management Officer Rodolfo Matucan, Jr. said the manual will serve as the principal and guiding document of the Commission in fortifying its policy development processes within the office and across its wide array of stakeholders at all levels of governance.

“It shall strengthen policy development mechanisms of the Commission, clarify step-wise processes and establish flexible feedback loops,” he added.

The formulation of the Manual is supported by the International Organization for Migration through the Supporting Conflict Transformation Toward Effective Peacebuilding in the Bangsamoro Region (STEP-BARMM) project.

BYC provides leadership in formulation and initiation of regional policies and plans, and in the setting of priorities and direction on youth promotion and development programs and activities.
