BYC En banc adopts 8 resos during 3rd Session

COTABATO CITY (Dec. 15, 2022) — The En banc of the Bangsamoro Youth Commission (BYC) adopted eight resolutions during its 3rd regular session for 2022 on December 15, 2022 in Cotabato City.

BYC Chairperson Marjanie Mimbantas Macasalong said these resolutions are timely to enhance youth’s participation in governance, and measures that support the policy-making functions of the Commission.

The adopted resolutions are the following:

  1. A RESOLUTION CALLING THE ATTENTION OF LTFRB BARMM TO REVIEW AND SET STANDARD OF STUDENTS’ FARE IN ALL PUBLIC TRANSPORTATION IN THE BARMM AREA
  2. A RESOLUTION PROMOTING THE INVOLVEMENT OF YOUTH PARTICIPATION IN DRUG PREVENTION IN THE BARMM
  3. A RESOLUTION TO PRIORITIZE PERSONS WITH DISABILITIES (PWD) YOUTH IN THE BANGSAMORO YOUTH COMMISSION (BYC) MAJOR PROGRAMS IN 5 PROVINCES INCLUDING 2 CITIES OF BARMM
  4. A RESOLUTION CONDEMNING IN HIGHEST FORM OF BRUTAL KILLING OF THREE (3) INNOCENT BANGSAMORO YOUTH IN THE MUNICIPALITY OF LAMBAYONG, PROVINCE OF SULTAN KUDARAT AND URGING THE BANGSAMORO GOVERNMENT, THROUGH THE BANGSAMORO TRANSITION PARLIAMENT AND BANGSAMORO HUMAN RIGHTS COMMISSION TO CONDUCT A SEPARATE AND INDEPENDENT INVESTIGATION IN AID OF LEGISLATION
  5. A RESOLUTION ADOPTING THE POLICY PAPER FORMULATED DURING THE IMPLEMENTATION OF THE COMMISSION’S PROJECT LIWANAG: AN ORIENTATION AND AWARENESS RAISING ON FAMILY HEALTH, ADOLESCENT & YOUTH REPRODUCTIVE HEALTH RIGHTS, AND MENTAL HEALTH/PSYCHOLOGICAL EDUCATION IN COTABATO CITY
  6. A RESOLUTION ADOPTING THE BYC’S POLICY DEVELOPMENT MANUAL AND TAKE IMMEDIATE ACTION THEREOF FOR IMPLEMENTATION
  7. A RESOLUTION ADOPTING THE OFFICIAL SEAL OF THE BANGSAMORO YOUTH COMMISSION ACCREDITATION PROGRAM
  8. A RESOLUTION URGING THE YOUTH ORGANIZATIONS TO BE PARTICIPATIVE AND ASSERTIVE IN ALL ACTIVITIES CONDUCTED BY THE COMMISSION SPECIFICALLY THE ISLAND PROVINCES

“When there is unity, right planning, and strategizing, we will be able to implement more programs, through the regulations created during the en banc session, that we thought were impossible before but they turn out to be very possible,” Chairperson Macasalong said.

BYC is the region’s policy-making and coordinating agency for youth-related programs. BYC En banc is headed by a chairperson and four youth commissioners from BARMM’s provinces.

Included in the meeting were presentation of 2022 Bangsamoro Youth Parliament Bills and Resolutions, composition of Regional Youth Advisory Council and its functions, updates on the Bangsamoro Action Plan on Youth, Peace and Security (BAP-YPS), Bangsamoro Youth Commission Accreditation Program (BYCAP), summary of monitoring and evaluation of 2022 programs, and some updates on the administrative matters.
