BYC MagCotSGA, youth orgs present manifesto during BTA Bill No. 29 Public Consultation

COTABATO CITY (January 30, 2022) — The Bangsamoro Youth Commission through Office of MagCotSGA Commissioner Nasserudin D. Dunding along with various institutions and youth organizations joined the Public Consultation on BTA Bill No. 29, on Monday, January 30, at MSU- Maguindanao Gymnasium, DOS.

The Bill, “An Act providing for the Bangsamoro Electoral Code of the Bangsamoro Autonomous Region in Muslim Mindanao” aims to establish an electoral system peculiar to the political landscape of the Bangsamoro region as indicated in the Republic Act 11054 otherwise known as the Bangsamoro Organic Law.

“The consultation aims to generate opinions, suggestions, and insights from different sectors to enhance the draft bill. It is one of the priority codes that should be enacted as stated in the RA 11054,” said Member of the Parliament Dr. Susana S. Anayatin.

MP Suharto Esmael said that the gathering “will mark another leap in the BARMM history that the future generations can be proud of.”

Various officials from different offices presented their position paper containing their proposals pertaining the bill.

“We propose to mitigate as much as possible the anti-dynasty practices especially to the sectoral representation particularly to the youth,” said Commissioner Dunding presenting his office’s manifesto.

“We also suggest to provide capacity development trainings to our officials especially Mandatory Trainings which incorporate faith-based topics in order to strengthen the call to Moral Governance in the region,” he added.

Among the provisions of the bill include the establishment of the Bangsamoro Electoral Office to be composed of Chief Electoral Officer as presiding officer and two electoral officers as members.

Moreover, the Budget of the said office shall be part of the yearly budget of the COMELEC without prejudice to a supplemental budget from the Parliament to augment its operational expenses.

The said bill shall serve as the central body of the BARMM in the supervision of all elections with delegated powers from the Commission of Elections en banc to ensure compliance of laws and other pertinent rules of the Commission. (BYC PR Unit/AAA)
