BYC Commission Proper adopts 32 resolutions

COTABATO CITY (July 21, 2023) – A total of 32 resolutions were adopted by the Commission Proper of the Bangsamoro Youth Commission (BYC) during its fifth regular session on Wednesday, July 19, in Cotabato City.

Chairperson Marjanie Mimbantas Macasalong said these resolutions focus on several pressing matters, including policy measures on youth affairs in the region, directives on institution building of BYC, and special development funds, among others.

“Our responsibility transcends to crafting policies that will directly impact the lives of our youth. It is our duty to create enduring policies that will shape the generations to come,” Chairperson Macasalong added.

Among the important resolutions that were adopted include a measure that will extend the effectivity of the Bangsamoro Transition Priority Agenda (BYTPA) 20219-2022, the blueprint of the Bangsamoro Government to address the urgent issues faced by the young people in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). With the current resolution, its effectivity will be extended at the end of the regional government’s transition period in 2025.

Two resolution urging the Ministry of Basic, Higher, and Technical Education to develop anti-bullying measures, and to integrate waste management in school curriculum were also adopted.

Several measures adopting BYC’s logical framework and strategic communication plan were also adopted. With the aim of building a stronger institution, resolutions directing several personnel in BYC to develop institutional documents were also passed. These resolutions direct the creation of Freedom of Information Manual, Citizen’s Charter, Human Resource Development Plan, and Gender and Development (GAD) Agenda, among others.

A resolution was also adopted directing BYC to propose the construction of several Bangsamoro centers for youth development in the region under the Special Development Fund (SDF).

Being a policy-making, coordinating, and monitoring agency on youth affairs, the BYC, through its Commission Proper, passed these resolutions aiming to address several matters affecting the youth.

The Commission Proper is the highest policy and decision-making body of BYC consisting of five commissioners including a Chairperson appointed by the Chief Minister. It holds its regular session twice a year, or as often as may be necessary, upon the call of the Chairperson.

Present in the session were Commissioner Hamdie Tanjil of Basilan, Commissioner Nasserudin Dunding of Maguindanao, Commissioner Mohammad Faizal Alih of Sulu, and Commissioner Pratima Sabal-Samsaraji of Tawi-Tawi who also authored several resolutions. (BYC PR Unit/RMM)
