Commission Proper commends ICM Ebrahim, BARMM solons for BEC enactment ensuring youth seat in the Parliament

COTABATO CITY (July 21, 2023) — The Bangsamoro Youth Commission (BYC) Commission Proper adopted a resolution lauding Interim Chief Minister Ahod Balawag Ebrahim and the Members of the Parliament for their instrumental role in the enactment of the Bangsamoro Autonomy Act No. 35 or the Bangsamoro Electoral Code (BEC) of 2023.

The resolution, one among the 32 adopted during the session on Wednesday, July 19, hailed the historic achievement for the region’s electoral landscape, guaranteeing a seat for youth representation in the Bangsamoro Parliament.

The electoral code encompasses crucial provisions, such as the creation of the Bangsamoro Electoral Office, recognition of regional political parties, delineation of elective positions in the parliament, regulations for elections upon dissolution, voter registration procedures, and guidelines for election administration, offenses, legal fees, and transitory provisions. It was passed on March 8, 2023.

One of the most notable aspects of the Code is its provision for youth involvement in governance. It ensures direct representation of the youth sector with one dedicated seat in the Parliament under the 10% sectoral representation scheme.

In addition to parliamentary representation, the Code encourages and facilitates meaningful participation of the youth in political parties’ formation and leadership within the guidelines outlined by the legislation.

BYC Commissioner Nasserudin Dunding, who authored the resolution, said the resolution expresses not only appreciation for the efforts of ICM Ebrahim and the regional lawmakers, but also sets a promising course for the region’s future by empowering its young citizens to take an active role in shaping policies and charting the path of progress.

The Commission Proper is the highest policy and decision-making body of BYC consisting of five commissioners including a Chairperson appointed by the Chief Minister. It holds its regular session twice a year, or as often as may be necessary, upon the call of the Chairperson. (BYC PR Unit/KAA)
