BYC Commission Proper approves M&E logframe, comm plan

COTABATO CITY (July 25, 2023) – The Commission Proper of the Bangsamoro Youth Commission (BYC) has adopted two resolutions approving the Commission’s Monitoring and Evaluation (M&E) Logical Framework and Strategic Communication Plan.

During the 5th en banc session, Chairperson Marjanie Mimbantas Macasalong said these documents help strengthen the institution’s position and enable it to grow and develop as a reputable and effective entity.

Chairperson Macasalong added the M&E logframe helps assess and measure an BYC’s performance, progress, and outcomes against its goals and objectives. It consists of indicators, targets, baselines, and data collection methods that help track the institution’s activities and results over time.

Nabila Ysmael, unit head of project management, monitoring and evaluation, said a monitoring and evaluation system is critical for BYC to achieve its set goals, make its officials and employees more accountable, make evidence-based decisions.

“Our M&E system will continuously improve our practices, and communicate our programs’ impact to stakeholders,” Ysmael said.

On the other hand, BYC’s strategic communication plan helps the institution showcase its impact, attract support, and build a positive image. The plan, Chairperson Macasalong added, was aimed at enhancing the Commission’s communication channels to promote transparency and accountability in its governance.

Both documents were developed after a series of workshops were held in the first semester of 2023.

The resolutions were adopted during the 5th regular session of BYC Commission Proper on July 19, in Cotabato City, where six other directives aiming at building a more robust and efficient institution for the youth in the Bangsamoro region were adopted.

The Commission Proper is the highest policy and decision-making body of BYC consisting of five commissioners including a Chairperson appointed by the Chief Minister. It holds its regular session twice a year, or as often as may be necessary, upon the call of the Chairperson. (BYC PR Unit/RMM)
