NYC, BYC meet to discuss devolved powers, functions

COTABATO CITY (July 14, 2022) — Officials of the National Youth Commission (NYC) and the Bangsamoro Youth Commission (BYC) met on Wednesday, July 13, in Cotabato City to discuss and define devolved powers and functions.

NYC ASec. Alexa Danielle Dayanghirang and BYC Commissioner Nasserudin Dunding and their respective technical team reviewed the signed Memorandum of Understanding (MOU) between two offices in November 2021.

ASec. Dayanghirang, who works in NYC as Commissioner representing Mindanao, said the follow-through discussion will make points of clarity in the signed MOU.

The said MOU officially devolved “the power, authority, duties, and responsibilities of the NYC to the BYC” as a service provider in Sangguniang Kabataan Mandatory Trainings and Continuing Mandatory Trainings to Local Youth Development Council Members and Local Youth Development Officers.

With the follow-through discussion, both offices agreed that BYC may endorse delegates to the National Youth Parliament (NYP) and other NYC programs. BYC will also take a seat as a technical panelist for the selection of Ship for Southeast Asian Youth Program (SSEAYP) participants from the Bangsamoro region.

Comm. Dunding, who represents Maguindanao, the City of Cotabato and opt-in areas in North Cotabato in the BYC, said there will be a ceremonial signing of the agreements on August 12 as part of the celebration of the International Youth Day 2022.

BYC will also endorse its accredited youth organizations to the Youth Organization Registration Program — NYC’s program that facilitates the registration of youth and youth-serving organizations to ensure access and participation to NYC-initiated programs nationwide.

Sharing of data on research on youth situation and youth assessment and other research information were among the agreed points in the discussion.

In August, a benchmarking of BYC to the NYC will take place to learn and share best practices in programs, projects and activities. (BYC PR Unit/RMM)
