COTABATO CITY (April 5, 2023) – Key personnel of the Bangsamoro Youth Commission (BYC) and several youth leaders crafted the implementing rules and regulations (IRR) of the Bangsamoro Autonomy Act (BAA) No. 10 on April 3-5, in Cotabato City.
BAA No. 10, signed in April 2020, created and established BYC. It mandates BYC to serve as the lead agency in policy-making, coordinating, and monitoring youth-centered programs, projects, and activities of several ministries, offices, and agencies of the Bangsamoro Government.
Commissioner Nasserudin Dunding said while the regional law provides the overall framework for the Commission’s mandates and functions, the IRR serves as a ‘guidebook’ that outlines specific steps and procedures to effectively implement BAA 10.
“By providing detailed guidance on how the policy should be implemented, the IRR helps to ensure that there is consistency in the implementation across different areas and over time,” Commissioner Dunding said.
Youth leaders, who participated in the writing workshop for the Policy Development Manual (PDM), were also tapped in the series of writeshops and sessions to fully develop the IRR.
BYC Chairperson Marjanie Mimbantas Macasalong said crafting the IRR is part of the institutionalization efforts of the Commission to lay the foundations of a more efficient office to promote Bangsamoro youth’s welfare.
“With the crafting of the IRR, we will be able to further strengthen our capacity to undertake programs and initiatives that address the needs and concerns of our youth,” Chairperson Macasalong said.
Without the IRR, the implementation of the policy could be fragmented, inconsistent, and less effective in achieving its objectives. As such, the IRR plays a critical role in ensuring the successful implementation of the policy and the achievement of its objectives.
