BYC, youth leaders continue developing BAA No. 10’s IRR

DAVAO CITY (April 14, 2023) — Key personnel of the Bangsamoro Youth Commission (BYC) and several youth leaders continued to develop the implementing rules and regulations (IRR) of Bangsamoro Autonomy Act (BAA) No. 10 in the second writeshop held from April 11 to 13 in Davao City.

During the second writeshop, the participants scrutinized, critiqued, and recommended amendments to the current draft of the IRR, which was initially crafted on April 3 to 5 in Cotabato City during the first writeshop.

BAA No. 10 created and established the BYC, mandating it to serve as the lead agency in policy-making, coordinating, and monitoring youth-centered programs, projects, and activities of several ministries, offices, and agencies of the Bangsamoro Government.

The crafting of the IRR is a critical component in the implementation of BAA No. 10, as it will provide the framework and guidance for the effective and efficient operation of the Commission.

BYC Chairperson Marjanie Mimbantas Macasalong said crafting the IRR is part of the institutionalization efforts of the Commission to lay the foundations of a more efficient office to promote the welfare of Bangsamoro youth.

Youth leaders, who were alumni of the Bangsamoro Youth Parliament (BYP), were also tapped in the series of writeshops and sessions to ensure the “inclusive and non-monopolized” development of the said document.

Commissioner Nasserudin Dunding said the IRR is one of the priority documents of the Commission to institutionalize, along with the Bangsamoro Youth Assessment Study, Comprehensive Youth Development Plan, Bangsamoro Action Plan on Youth, Peace, and Security, and the Bangsamoro Youth Code.

The IRR is expected to be finished after a further series of deliberations and consultations with relevant stakeholders.
