Heading towards stronger institution: BYC Commission Proper passes institution-building measures

COTABATO CITY (July 20, 2023) — In a decisive move towards bolstering its institutional capabilities, the Bangsamoro Youth Commission’s (BYC) Commission Proper passed a series of crucial resolutions during an en banc session on Wednesday, July 19, in Cotabato City.

During the session, the Commission Proper deliberated and adopted a set of institution-building measures that are set to pave the way for a more robust and efficient institution for the youth in the Bangsamoro region.

The adopted resolutions are as follows:

    A RESOLUTION DIRECTING THE HUMAN RESOURCES UNIT TO LEAD IN DRAFTING BANGSAMORO YOUTH COMMISSION’S CITIZEN’S CHARTER

    This resolution tasks the Human Resources and Management Unit of the BYC to take the helm in formulating the Commission’s Citizen’s Charter. The Charter will serve as a cornerstone document defining the rights and responsibilities of the commission in its unwavering commitment to serve the interests and aspirations of the region’s young populace.

    BYC Chairperson Marjanie Mimbantas Macasalong said that establishing BYC’s Citizen’s Charter will ensure that it aligns with the principles of moral governance, promotes citizen empowerment, enhances service quality, and complies with Republic Act No. 11032 or An Act Promoting Ease of Doing Business and Efficient Delivery of Government Services, amending for the purpose Republic Act No. 9485, otherwise known as the Anti-Red Tape Act (ARTA) of 2007, and its Implementing Rules and Regulations, as well as other ARTA issuances.

      A RESOLUTION DIRECTING BYC GENDER AND DEVELOPMENT FOCAL POINTS SYSTEM TO DEVELOP INSTITUTIONAL GENDER AND DEVELOPMENT AGENDA

      In an effort to advance gender equality and inclusivity, the BYC Gender and Development Focal Points System (GFPS) is entrusted with the critical task of developing an institutional GAD agenda. Tawi-Tawi Commissioner Pratima Sabal-Samsaraji, who authored the resolution, said the agenda will provide a strategic framework for BYC to address gender issues, promote gender-responsive policies, and implement gender-sensitive programs and initiatives.

        A RESOLUTION DIRECTING THE ADMINISTRATION AND FINANCE DIVISION OF THE BANGSAMORO YOUTH COMMISSION TO TAKE THE LEAD IN COMPLYING WITH THE REQUIREMENTS OF THE PHILIPPINE TRANSPARENCY SEAL

        Transparency and accountability lie at the core of the BYC’s principles, said Commissioner Muhammad Faizal Alih who authored the resolution. As such, the AFD unit has been mandated to lead the charge in upholding the requirements of the Philippine Transparency Seal. By doing so, the Commission seeks to foster public trust and confidence in its operations and financial stewardship.

          A RESOLUTION DIRECTING THE PROJECT MANAGEMENT, MONITORING, AND EVALUATION UNIT OF THE BANGSAMORO YOUTH COMMISSION TO ESTABLISH A MECHANISM ON PROJECT MANAGEMENT, MONITORING, AND EVALUATION OF YOUTH-CENTERED PROGRAMS, PROJECTS, AND ACTIVITIES OF BARMM’S MINISTRIES, OFFICES, AGENCIES, AND OTHER INSTRUMENTALITIES, AND TO CREATE TEMPLATES FOR PROJECT MANAGEMENT, MONITORING, AND EVALUATION

          Recognizing the significance of efficient program management, the PMMEU will establish a robust mechanism to oversee youth-centered programs, projects, and activities undertaken by various BARMM’s ministries, offices, agencies, and other instrumentalities. This endeavor aims to streamline processes and enhance the commission’s ability to make data-driven decisions.

            A RESOLUTION CREATING A TECHNICAL WORKING GROUP TO DEVELOP THE BANGSAMORO YOUTH COMMISSION’S FREEDOM OF INFORMATION MANUAL

            In a commitment to transparency and accessibility, the BYC Commission Proper is set to create a Technical Working Group tasked with developing the Commission’s Freedom of Information Manual. This manual will serve as a critical tool to promote open access to information, empowering both the youth and the general public to actively engage with the commission’s affairs.

              A RESOLUTION DIRECTING THE PUBLIC RELATIONS UNIT TO DEVELOP GUIDELINES ON BRANDING, CONTENT DEVELOPMENT, AND STYLISTICS

              Recognizing the importance of effective communication, the BYC Commission Proper directs the PRU to develop comprehensive guidelines on branding, content development, and stylistics. The guidelines on branding ensure a consistent and recognizable brand presence, outline the standards, formats, tone of voice, and messaging strategies, and preferred writing style, grammar rules, formatting conventions, and terminology to be utilized in BYC’s official communications, ensuring coherence and professionalism in all written contents.

              Chairperson Macasalong said the adoption of these resolutions represents a momentous stride towards the empowerment and upliftment of the Bangsamoro youth.

              “With a stronger institutional framework in place, the BYC is poised to create a lasting impact and effect positive change for the young generation in the region,” he added.

              The Commission Proper is the highest policy and decision-making body of BYC consisting of five commissioners including a Chairperson appointed by the Chief Minister. It holds its regular session twice a year, or as often as may be necessary, upon the call of the Chairperson. (BYC PR Unit/KAA)
