6th En Banc session: BYC adopts 6 resolutions

COTABATO CITY (Dec. 12, 2023) – The Commission Proper of the Bangsamoro Youth Commission (BYC) has adopted a total of six resolutions during its 6th session on Tuesday, Dec. 12, in this city.

BYC Chairperson Marjanie Mimbantas Macasalong said the discussions were marked by productive collaboration, forward-thinking, and a collective dedication to fostering a more promising future for the Bangsamoro youth through policy-making.

“As we delve into the intricacies of policy-making, let us recognize that our decisions hold the power to shape the dreams and well-being of the Bangsamoro youth. Our duty goes beyond mere procedural rituals; it encapsulates the very essence of transformative change,” Macasalong added.

The adopted resolutions are as follows:

BYC Resolution No. 34
A RESOLUTION ADOPTING THE BANGSAMORO ACTION PLAN ON YOUTH, PEACE AND SECURITY FOR 2023-2028

The BAP-YPS is a crucial regional policy that outlines specific actions and sub-action points that regional agencies need to take in order to effectively formulate programs, activities, and policies that will address the peace and security of Bangsamoro youth.

BYC Resolution No. 35
A RESOLUTION ADOPTING THE BANGSAMORO YOUTH COMMISSION TRACKING AND MONITORING SYSTEM (TMS)

This resolution adopts the establishment of the BYC Tracking and Monitoring System, a web-based centralized system for tracking and monitoring the progress and implementation of youth-centered programs, projects, and activities of BARMM line agencies. The TMS will serve as a centralized repository of information on all BYC and MOA programs, projects, and activities, including project details, timelines, budgets, and performance metrics.

BYC Resolution No. 36

A RESOLUTION REQUESTING THE BANGSAMORO YOUTH COORDINATING COUNCIL MEMBER MINISTRIES, OFFICES, AND AGENCIES TO ALIGN THEIR PROGRAMS FOR THE YOUTH WITH THE BANGSAMORO YOUTH TRANSITION PRIORITY AGENDA 2023-2025

This resolution requests BARMM line agencies to formulate their programs for youth according to the BYTPA. The document serves as a comprehensive roadmap to address the pressing issues and challenges faced by the Bangsamoro youth during the transitional period.

BYC Resolution No. 37
A RESOLUTION CONDEMNING THE DEVASTATING EXPLOSION AT MINDANAO STATE UNIVERSITY DIMAPORO GYMNASIUM

The resolution expresses the BYC Commission Proper’s unequivocal condemnation of the devastating explosion at MSU Dimaporo Gymnasium on December 3. It adds, “This act of violence goes against the principles of peace, tolerance, and respect that we uphold as youth government institution with moral governance as a whole.”

BYC Resolution No. 38
A RESOLUTION COMMENDING AND CONGRATULATING THE BANGSAMORO YOUTH PASSERS OF SEPTEMBER 2023 PHILIPPINE BAR EXAMINATION CONDUCTED BY THE SUPREME COURT OF THE PHILIPPINES

The resolution expresses the BYC Commission Proper’s commendation and congratulations to the passers of the recent Bar Examinations. The resolution reads, “…the successful examinees have not only exhibited academic excellence but have also showcased their determination to contribute meaningfully to the legal profession and, by extension, to the continued development and progress of the Bangsamoro region.”

BYC Resolution No. 39
A RESOLUTION ADOPTING THE OFFICIAL SEAL OF THE BANGSAMORO YOUTH COMMISSION REGISTRATION AND ACCREDITATION PROGRAM

This resolution aims to establish the official seal of the Bangsamoro Youth Commission Registration and Accreditation Program as its official identity, authenticity, and also to its increase online presence. The official seal design effectively showcases the unity, strength, and resilience of the Bangsamoro youth, while also representing the Bangsamoro Government and BYC.

Today’s en banc session was also the first time ex-officio Commissioner Jona Mae Binas representing Settler Communities and ex-officio Commissioner Andic Maninggula representing Indigenous Peoples attended.

“Their roles as ex officio Commissioners signify a commitment to inclusivity and ensuring that the voices of the youth are heard. I have full confidence in their capabilities to advocate for the interests of the Bangsamoro youth as they stand as pillars of representation for their respective communities,” Macasalong added.
