SKMT Trainees for BaSulTa undergo TOT

ZAMBOANGA CITY (September 21, 2023) –Key officials, youth serving and youth organizations in the island provinces of Basilan, Sulu, and Tawi-Tawi undergo training of trainers on September 20-21 in Zamboanga City, to enhance training delivery skills and share best practices and strategies for the SK Mandatory Training 2023.

Through various training sessions, trainees were equipped with youth-oriented training techniques to maximize engagement and facilitation in delivering the mandatory training for the elected SK officials, who will assume office after the Barangay and Sangguniang Kabataan Election in October 30, this year.

Moreover, the activity onboarded participants on the specific implementation guidelines, plans, and policies of the SKMT which will be implemented after the said election. Also, enable a well-coordinated delivery of mass capacity development interventions for SKs.

During its first day, discussions revolved around understanding the fundamental aspect of youth development in the barangay and their role as youth leaders in their community.

BYC Youth Development Officer Settie Ivy Ampatuan highlighted the areas for youth participation as contextualized in the Bangsamoro Youth Priority Agenda. She also noted that SK is a separate council created to plan and implement activities concerning youth development.

“We have to acquaint our SKs that they are granted independence over the utilization of their funds. The Punong Barangay only supervise youth activities, not control them. However, SKs are responsible and accountable on the usage of their own funds. Hence, they have to learn on the `how-tos’ of financial management.” She added.

Meanwhile, SKMT Consultant Mohammad Abqary Alon delved the participants into effective training techniques and training delivery skills which emphasizes key principles of adult learning, engaging adult learners, effective communication, among others.

He also incorporated topics on designing engaging training activities, principles of activity design, effective use of training aids, and presentation skills.

On its second day, MILG BCAD Assist. Chief Alibaer Pangandaman discussed matters on youth development planning, and project and financial management which are designed to guide youth leaders in strategizing and executing projects effectively while managing finances prudently.

Mr. Alon, on the other hand, emphasized the significance of Monitoring and Evaluation as it is necessary in assessing the effectiveness of SKs’ initiatives while ensuring their accountability.

The series of sessions were rounded off by DAB Senior Training Specialist Hussien Abo underscoring the role of Moral Governance as vital principle in shaping SK Officials as youth leaders in the Bangsamoro.

The activity served as a vital preparation step for trainees in BaSulTa, ensuring that SK officials are equipped with the necessary knowledge and skills enabling them to contribute effectively to their communities and the overall development of the region.

Under Section 27 of Republic Act No. RA10742 otherwise known as the Sangguniang Kabataan Reform Act of 2015 mandates the Sangguniang Kabataan (SK) Officials and Local Youth Development Council (LYDC) Members to undergo mandatory training programs before assumption of office. (BYC PR Unit/AAA)
