BYC undergoes technical budget hearing

COTABATO CITY—The Bangsamoro Youth Commission (BYC) underwent Technical Budget Hearing for its 2023 budget proposal on Monday, June 13, in Cotabato City.

Chairperson Marjanie Mimbantas Macasalong presented BYC’s programs, projects and activities before the Ministry of Finance, and Budget and Management (MFBM) panel.

In the previous years, programs of BYC were centered on two categories of Youth Participation and Development, and Youth Empowerment Programs.

After mandate reviews and recommendations from other offices, BYC’s programs were “recalibrated” into four major group sets, namely: Stakeholders and Partnership Building, Youth Responsive Policy and Program Development, Public Engagement Programs, and Monitoring and Evaluation efforts.

Chairperson Macasalong highlighted that BYC proposes P12.6 million pesos funding for research, in order to produce much-needed data “necessary for the formulation of the sound policy and the crafting of comprehensive plan.”

The BYC, as the primary policy-making and coordinating body of the Bangsamoro Government in all matters affecting the youth, “is expected to be crafting policies for the protection and welfare of the youth sector,” said Chairperson Macasalong.

MFBM Deputy Minister Amilbahar Amilasan said all ministries and offices of the BARMM Government will undergo the budget hearing in order to come up with a “responsive budget.”

“MFBM is your partner to be able to come up with a responsive budget for your offices,” Deputy Minister Amilasan said.

The TBH is an annual activity conducted by the MFBM which serves as a mechanism for all ministries and offices of the Bangsamoro Government to present and defend their budget proposals for the next fiscal year based on the performance indicators on output targets and absorptive capacity.

This year’s panel members include Deputy Minister Amilasan, Bangsamoro Budget Office Director Atty. Rahma D. Sanglitan, Bangsamoro Treasurer Naila Z. Dimaraw, Atty. Sittie Mariam I. Balahim, Head of the Internal Audit Fatima Mending-Abas, and Head of the Legal and Legislative Liaison Atty. Rasul M. Salik. (BYC PR Unit)
